The royal couple were rocked by scandal in September 2012 when French magazine Closer published photos of Kate sunbathing topless during a private vacation with Will. The palace took legal action to have publication of the photos blocked, but they were unable to prosecute the photographer, whose identity was protected by French law as a journalistic source.
